In the past five years, the workers' congress and trade union organizations have participated in the discussion and formulation of some rules and regulations, such as the reform of medical expenses, transportation subsidies for foreign workers, foreign exchange commission, the cleaning and adjustment of office buildings, employees leaving their posts for rest, personnel and labor dispute regulations, housing management regulations, and full employment contracts. On the one hand, it supplemented and improved the content, on the other hand, it deepened the understanding of employees and laid the foundation for smooth implementation.
Other policies and measures are discussed from different angles, such as the sale of employees' housing, the ninth five-year plan for housing, full-cost accounting, the proportion of company management fees, development ideas, yard safety, plantation and health, logistics services, assessment award distribution, and revision of foreign exchange management measures, so as to actively reflect employees' opinions and provide reference for leading scientific decision-making.
In the tide of reform, workers and staff are the main force and the main body of reform. As a bridge between cadres and the masses, workers' congresses and trade unions have the responsibility to play the role of unblocking channels.
Adhere to the work of the workers' congress and do a good job in democratic management
Over the years, High Energy Institute has adhered to the system of workers' congress, holding a congress once a year to listen to the director's work report, consider the director's responsibility goal, development direction and reform plan, and listen to the financial work report and the report on the use of business entertainment expenses of the enterprises it runs, thus ensuring the basic formation of democratic management.
The important content of the workers' congress is the work of workers' proposal. 135 proposals and suggestions received in 1996,197, 15 1 99, 154 proposals and suggestions received in 2000. The proposals and suggestions reflect the concern and expectation of the delegates and the masses for the work of the hospital, and the implementation and reply reflect the attitude of leaders and departments to solve problems. Most proposals and suggestions have been implemented in a certain period of time, and the democratic management organization system is developing steadily.
It has become a system for the Standing Committee of the Workers' Congress to attend meetings of middle-level cadres as nonvoting delegates. More than two-thirds of the trade union cadres in the unit participate in departmental and office affairs meetings to varying degrees.
The workers' congress has paid attention to the anti-corruption issues that the workers and the masses are concerned about, especially the transparency in handling the issues raised by the masses.
Strengthen collective cohesion and safeguard the legitimate rights and interests of workers
In recent years, with the support of previous leaders and the investigation of relevant departments, the following work has been promoted: telephone switchboard reform, cable TV installation, recovery interval exercise, kindergarten reform, building 7-8 with balcony, three small rooms reform, balcony on the first floor, magnetic card telephone reform and east gate reform.
With regard to the safety, greening, sanitation and logistics services of the compound that the workers and the masses have been concerned about, we can constantly feed back the opinions of the masses to the leaders and departments, so that this issue can be taken seriously and the work can be improved to varying degrees.
Communicate employees' concerns through holding symposiums and briefings until they are understood and solved. For example, in housing construction, such as site selection, apartment layout, decoration and other issues, we exchanged views with relevant leaders and departments many times, set up employee housing groups, and coordinated infrastructure work.
Seriously receive workers' visits, explain mass problems according to policies, increase workers' understanding, and do not shirk. Discussions were held on the revision of the labor contract system and the regulations on personnel and labor disputes, and a mediation committee on personnel and labor disputes was established.
1999, with the development of the national reform situation and the implementation of the college innovation project, the college trade union requires the trade union cadres to understand the innovation project, lead the employees to establish the overall situation consciousness, change the employment concept and meet the new challenges. Participate in and organize discussions and solicit opinions on institutional adjustment, off-duty rest, employment contract, employee housing allocation and other programs. The year 2000 is a crucial year for our hospital to enter the innovative project. The trade union of our hospital requires the broad masses of workers to shoulder the burden of reform, support reform measures and make contributions to promoting the reform of science and technology system. At the same time, it is emphasized that while intensifying the reform, we must earnestly safeguard the specific interests of the workers and the masses. In the annual study class of trade union cadres, organize cadres to concentrate on studying the relevant policy documents of the state, the Federation of Trade Unions, the Academy of Sciences and our institute, publicize the reform ideas, arrange advanced trade unions to introduce the experience of reform and innovation, arrange professional training on trade union knowledge and trade union finance, listen to current political reports, discuss the reform topics that employees care about, and extend our working ideas to the understanding and understanding of employees to ensure that trade union organizations work around the central task.
Trade unions insist on conducting appraisal activities among employees, commending collectives and individuals who have outstanding work, encouraging the advanced and promoting healthy trends. The cultural and sports activities plan formulated by the trade union every year has basically been fully implemented. Spring running, spring ball games, summer swimming games, National Day activities, autumn table tennis games, New Year's Day poker games and other activities, from nearly 100 people to 6700 people actively participated in, has become a traditional project, deeply loved by employees.
Trade unions actively support trade unions to carry out activities independently or jointly and allocate a certain proportion of funds. Encourage trade unions to combine self-financing and funding to buy some sports equipment and equipment, so that more employees can participate in regular sports activities.
The trade union actively supports all interest groups in the association to work independently. Do and summarize in a planned way, with the support of appropriate funds from the trade union, use spare time to attract more employees to participate, establish and organize their own fans, and activate the lives of employees.

It is worth mentioning that under the complicated circumstances of 12 days of preparation time, 43 individual events and 6 team events, and nearly 800 people participated, the first staff track and field meeting of High Energy Institute was held as scheduled and successfully concluded. On the one hand, it plays an important role in cultivating employees' team spirit, on the other hand, it also reflects the spirit and style of party and government leaders and employees.
High-energy all good cultural and sports facilities and active exercise groups, but from the annual physical fitness test of employees, young and middle-aged people obviously lack exercise, with low quality index and low qualified rate. Manage venues and facilities and build a civilized community
The staff gymnasium is an open facility. There are many people and activities on weekdays, and the equipment is fragile. Over the years, the trade union has invested manpower and material resources every year to maintain the cement base, ball board, ball rack, side net and equipment. Fragile baskets and table tennis tables should be maintained daily to ensure normal operation.
The stadium is a charging place, and the fees collected basically ensure the daily maintenance of the stadium and the expenses of workers, and the income is included in the financial management of the institute.
The transformation of the staff club has been basically completed. In recent years, through welfare sales activities, I have accumulated a certain amount of funds every year (***5. 90,000 yuan) to complete the transformation of terrazzo floor, surrounding wooden walls, double-layer aluminum alloy windows and gymnastics glass walls. We also ordered 30 tables and 60 soft chairs for two. Last year, funds were allocated to complete the renovation of toilets and aging wires, and the hall resumed normal opening. The infrastructure of the gym will take some time. In the past three years, under the system of separation of management and office, the staff club is still open to organs and office activities free of charge, and to relevant departments in the hospital.
In 2000, an accidental drowning accident occurred in the swimming pool, which had a bad influence on the work and reputation of the institute of high energy, and the trade union comrades felt deeply guilty. But comrades who have been involved in swimming pool work for a long time have worked very hard to do their jobs well. The internal system is perfect, and the external sanitation and greening environment and bicycle storage are managed by special personnel. Through repeated unannounced visits by the district health, public security and sports commission, it has been rated as an advanced venue by the district and municipal levels for many times. In the absence of full cost accounting, more than 600,000 funds have been accumulated and gradually incorporated into the financial management of the Institute.

Carefully organize two groups of workers to recuperate every year. With the efforts of trade unions and the understanding of schools, the problems of further education and transfer in primary schools have been basically solved. Ensure that workers and outsiders can work with peace of mind.
Do a good job in the installation, maintenance and management of CATV. At the beginning of 1996, the institute of high energy and employees raised funds to install the cable TV system. Under the unified leadership of the hospital, the trade union cooperates with the technical personnel in the hospital to assist the construction unit. It only took more than a month, and the user's installation task was completed as scheduled before the Spring Festival. After several years of operation, the viewing quality is good, problems can be repaired in time, and the management work is basically institutionalized and standardized. 1 1 Building,1Floor 2, Floor 22, and West District were rebuilt in 1998, and the cable TV system installation on the 9th floor was completed. 1999 cooperated with the infrastructure projects of 1 Tower No.2, and carried out the cable TV research and some preliminary work, which was completed in 2000. At present, the equipment has been running continuously for 4 years. With the aging of equipment, the decrease of program quantity, the appearance of digital signals and the popularization of broadband network, the transformation of microwave network cable TV system in our hospital should be put on the agenda.
